Stages of Project

Tender inviting authority floated tender in the month of June-2007, last date of submission was 10/08/2007. Tender inviting authority received  six complete bids. Following are the phases of KSWAN project:

1) Vendor Selection – The vendor (M/s. UTL) was selected based on following kind of evaluations.


a) Prequalification Evaluation: In prequalification evaluation the financial capability, experience in the required domain and man power etc. were evaluated. Complete evaluation report was submitted to the Tender Scrutiny Committee.

b) Technical Evaluation : In  technical evaluation the technical capabilities and experience of the bidder was evaluated by the consultant. Technical bids of pre qualified bidders were opened on 25/08/2007 and were evaluated as per the technical criteria mentioned in the RFP . Solution proposed by the bidders were evaluated by Technical Sub Committee. Every bidder shown their wireless capabilities during wireless demonstration held at Mangalore and Mysore. Complete evaluation report was placed before the Tender Scrutiny Committee for the approval.

c) Commercial Evaluation: Evaluation was done for finding L1 bidder keeping in mind the cost bided by the bidder against  all the requirements asked in the RFP.

d) Issuing LOI:  Letter of indent was issued on 04-02-2008  to the successful bidder by GoK.

e) Signing Master Service Agreement : Master Service Agreement is a service agreement document, which was signed by the successful bidder on 18-02-2008.

f) Issuing Work Order : Work order was issued to the successful bidder by GoK on 14-03-2008.


2) Implementation: Implementation Time for the KSWAN is 42 weeks. Successful bidder is suppose to give the actual shape to KSWAN within 42 weeks.


3) Operation and Maintenance : After the implementation of the project successful bidder will operate and maintain  the network for the time period of 5 Years.


4) Transfer: After five year vendor will transfer the Network to the implementing authority.
