1. A brief Statement of Activities
The Department of Parliamentary Affairs and Legislation is a Secretariat Department. Services offered by this Department relate to:-
(a) Legislation: The Department advises various Secretariat Departments in matters of Legislation including Sub-ordinate Legislation. It does scrutiny of draft legislations sent by the various administrative departments.
(b) Parliamentary Affairs: The Parliamentary Affairs wing of the department co-ordinates with the Legislative Assembly and Legislative Council Secretariats. The matters relating to summoning and prorogation of both the Houses of Legislature, the arrangements for official business in the respective Houses is also coordinated by this Wing.
(c) Codification and Publication: The Codification Section updates all the Unrepealed Karnataka enactments, while the Publication Section re-publishes these enactments and makes them available to the general public and Government offices through the Government Press.
(d) Administration: The Administration Wing of the Department deals with service matters of the Directorate of Translations. It acts as O & M Office of the Department. Conduct of Annual Youth Parliament Competitions for High School Students is co-ordinated by this Wing. The sanctioning of compensation to the Members of Parliament from the State and the State Legislators in the event of unnatural death, maintenance of Departmental Web-site etc. are being dealt in the Administration Section.
THE DIRECTORATE OF TRANSLATIONS
The Directorate of Translations is the field department of DPAL. It achieves translation from English to Kannada (and vice-versa) of laws and various administrative matters. The Karnataka Acts and the Central Acts are being translated from English to Kannada. The Directorate also provides translation of the important Orders issued in Kannada or English into Minority Languages of the State that is Marathi, Hindi and Urdu.
2. Public Interface of the Service: The Department of Parliamentary Affairs and Legislation caters to the Legislative needs of the general public through the various Secretariat Departments. It makes available updated Acts and Rules to the general public through the Government Press. It provides translation of various enactments and important Orders in Kannada, English and minority languages. The Department has hosted a Web-site “http://www.karnataka.gov.in/dpal” through which the citizen’s can have free access to laws enacted during the current year.
3. Commitment to Standards: The Department attends to its assigned work within the time frame. The Standards are being maintained through the expert Draftsmen in the Department. The information to the general public will be supplied within the time frame of fifteen working days as per the provisions of section 5 of the Karnataka Right to Information Act, 2000.
4. Our Staff: The Department is headed by a Secretary, three Additional Draftsmen and Ex-officio Additional Secretaries, six Assistant Draftsmen and Ex-officio Deputy/Under Secretaries, four Section Officers and Group-C and D posts as per the standards of the Secretariat. All the Officers and Staff are located in Vidhana Soudha, Bangalore. The department has a Kannada drafting wing staffed with one Deputy Director of Translations, one Assistant Director of Translations and one Research Officer, drawn from the Directorate of Translation on deputation basis.
The Directorate of Translations with its other Officers and staff is located in Cauvery Bhavan, Bangalore.
5. What information we need: The citizen’s may approach this department for their informational requirements which will be attended by this Department through the respective Administrative Departments. We need to know what they expect from us while we can offer ready information on the various State Acts in force and the dates of their commencement and the departments administering them.
6. If things go wrong: The Assistant Draftsman and Ex-officio Deputy Secretary to Government Sri B.B.Pattar has been nominated as Grievance Redressal Officer, to whom grievances if any, may be addressed.
7. How can you help us: Citizens can help us through suggestive interaction.
8. Information and Facilitation Counters: The Assistant Draftsman and Ex-officio Deputy Secretary to Government incharge of Publication Section has been appointed as the Competent Authority under the Karnataka Right to Information Act, 2000. He will provide all information related to this Department. The Administrative Officer of the Directorate of Translations has been appointed as the Competent Authority under that Act in respect of the Directorate of Translations. He will provide all information related to the Directorate.
