(i) Location of jails and lock-ups and prison organization.
(ii) Prison discipline
(iii) Welfare of prisoners : Vocational training, educational facilities, recreation, etc. Activities of the Board of Visitors.
(iv) Treatment of special classes of prisoners, juvenile delinquents, political prisoners, etc.
(d) Organisation of civil and criminal courts : Particular reference may be made to Panchayat Adalats and other special experiments and to the question of separation of executive from judicial functions.’
