Recruitment Rules

No. GAD 35 ORR 60, Dated 2nd March 1961

In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in supersession of all previous Rules on the subject, the Governor of Mysore hereby makes the following rules, namely

(1) These rules may be called the Mysore General Service  (Gazetteer) Branch Recruitment Rules 1961.

(2) In respect of each category of posts specified in Column I of the Schedule, the methods of recruitment and the minimum qualifications and the period of probation, if any, shall be as specified in the corresponding entries of Column.2 and 3 of the said schedule.

By deputation from other departments or by appointment of a suitable person on contract basis (GAD 30 SHD 67 Dated 10th May, 1967)

A degree of a recognized University in History, Sociology, Politics, Economics or Statistics.

Or by appointment of a suitable person on contract basis.  Must possess sufficient experience relatable to the work of Gazetteer (No. GAD 30 SHD 67, dated 10th May 1967)

Editor

By deputation from the Secretariat and other departments of Class II and Class III officers or 2) by appointment of suitable persons on contract basis.  This has been amended and Class II has been omitted in Amendment No. GAD 30 SG 61 dated 18th May 1962.

Must possess sufficient experience, relatable to the work of the Gazetteers.

2) Experience relating to the work of the Gazetteer or similar publications.  Preference will be given to candidates who have in addition done advance research work pertaining to South India in general and Mysore State in particular.

Ministerial posts of Superintendents, Assistants, Junior Assistants, Stenographers and Typists

By deputation from the Secretariat and other government departments (vide Government Notification No. GAD 22 MSG 68 (ii), dated 10th Febraury 1971)

Daffedar

By promotion from the Cadre and Peons and Cycle Orderlies

All other Class IV posts – Peons, Cycle Orderlies and Watchman

By direct recruitment by the Head of the Department.

Note : (1) Any inclusion of a new post or a change in the number of posts or pay thereof, even if finally agreed to by Government and notified, shall not come into effect automatically unless the concerned Department makes out a case separately and obtains the sanction of Government with the concurrence of the Finance Department; and

(2) Any revision of the scale of pay that may be agreed to by Government in the manner indicated in (1) above, shall come into operation only on a change of the incumbent of the office.  It shall not automatically reduce or enhance the pay of the existing incumbent according to whether the scale of the post is lowered or enhanced.  In other words, it does not give such an incumbent the right to claim the enhanced scale of pay, though the post may have been shown as upgraded in the ‘Cadres Notification’ of the particular service.

*(3) In the case of a candidate belonging to Scheduled Castes or the Scheduled Tribes, who fails to pass the examinations or tests required to be passed within the prescribed period of probation, the period of probation shall stand extended by such period as may be necessary to pass the departmental examinations or tests provided that such period shall not extend beyond the period in which the results of two consecutive departmental examinations or tests are announced.
