Annual Report   2006 - 07 (upto January 2007)
 

1.1    Fisheries has gained importance in the national economy as a source of nutritious food, foreign exchange and employment.

1.2    Karnataka State has vast potential for fish production.  It has 5.20 lakhs ha. of freshwater sources consisting of 2.93 lakhs ha. of ponds, tanks and 2.27 lakhs ha. of reservoirs.  In addition, the State has 8,000 ha. of brackishwater resources and 300 Km coastline with a continental shelf area of 27,000 sq. Km. 

1.3    Marine fish production during 2006-07 upto January 2007 was 1.41 lakhs Metric Tonnes (MT). as against the production of 1.76 lakhs MT valued at Rs.465.97 crores during 2005-06.  Presently, 505 purse-seiners, 1254 gill netters, 2515 shrimp trawlers, 99 other mechanised boats and 10282 traditional crafts are operating along the coast.  More than 85% of total fish catch of the state is caught through mechanised fishing boats.    

1.4    The total shrimp catch during 2006-07 upto September 2006 (MPEDA Report) was 108.36 lakh MT valued at Rs.65.63 crores and during 2004-05 it was 10349 MT valued   at   Rs. 76.92 crores.  During 2005-06, 15965 MT of marine products worth Rs.103.77 crores was exported from the State .

1.5    A comprehensive policy for leasing of major tanks to various institutions and unemployed fisheries graduates has been formulated vide Government Order No/AHF/167/SFS/2005 dated 28/01/2006.  As per this order the first priority for obtaining tanks on lease is for societies registered under Jalasamvardhana Yojana Sangha. Next priorities are for Karnataka Co-operative Fisheries Federation, Mysore, Societies that have obtained membership of this Federation, registered fisheries co-operative societies, unemployed fisheries graduates, registered Sanna Neeravari Balakedarara Sangha and other societies / institutions.

1.6    In order to meet the housing needs of houseless fishermen in the State, under "Matsya Ashraya Scheme" phase I and II construction of 10,000 houses is under progress at a total cost of Rs.30.00 crores with a loan of Rs.25.00 crores from HUDCO and Rs.5.00 crores subsidy from Government.

1.7    Since there is an increased demand for houses by the houseless fishermen in the State, Rs.1000.00 lakhs has been earmarked in the budget for the construction of 2,500 houses at the cost of Rs.40,000/- per house and the administrative approval for the same has been  obtained. 

1.8    In order to make marine fisheries more a viable venture annual quota of sales tax exempted diesel being supplied for mechanized fishing vessels has been increased from 55,000 KL to 70,000 KL

1.9    In order to provide relief to fishermen/their dependents in case of death/permanent disability the relief amount provided from the distress relief fund has been increased from Rs.25,000/- per head to Rs.50,000/- per head.

1.10   Under the scheme "Matsya Mahila Swavalambana Yojane", it is proposed to provide a revolving fund limited to a maximum of Rs.10,000/ group of fisherwomen involved in fisheries activities and during 2006-07, Rs 100.00 lakhs has been released.

1.11  To enable fishermen to avail loans at 4% rate of interest through Fishermen Co-operative Banks approval has been accorded vide GO No/CO/45/CLS/2006 dated 9/6/2006. So far Rs.380.74 lakh loans was provided to 940 beneficiaries.

1.12    There are 55 fish seed production centres in the State and during the year 2006-07, Rs.200.00 lakhs was allocated in the budget to improve the production capacity of these farms.

1.13  The period of waiver of interest and penal interest on the loans availed by the fishermen from Co-operative Societies/ Co-operative banks has been extended up to end of December 2006.  There was a proposal for waiver of Rs.2.69 crores and the whole amount has been waivered by the Co-operative department.

1.14  An Integrated Inland Fisheries Development Project at a cost of Rs.13.40 crores with the assistance of NCDC has been sanctioned for the development of inland fisheries in 6 districts viz., Shimoga, Davanagere, Bellary, Raichur, Haveri and Dharwad and is being implemented through Karnataka Co-operative fisheries Federation, Mysore.  

1.15  Government of India has accorded approval for the construction of landing centre at Alvekodi at an estimated cost of Rs.223.99 lakhs.

1.16   Department's Organisational Structure :-


 

Department comes under the control of Hon'ble minister of state for Fisheries.  The Principal Secretary to Government, Animal Husbandry and Fisheries Department is the head at the Government level.  The Director of Fisheries is in-charge of all the developmental activities of the department and administration.  There are two Joint Directors, 2 Deputy Directors, Senior Assistant Director of Fisheries (admn) and 10 Assistant Directors in the head office to assist the Director.  There are 3 Joint directors under deputation, 7 regional Deputy Directors, 23 District Fisheries Officers and 122 taluk level officers.  The total sanctioned cadre strength of the department is 1386. The total working strength of the department is 906.

2. Annual Plan 2006-07

During 2006-07 the total state plan allocation was Rs.2501.04 lakhs.  Out of this outlay, the allocation for State schemes and Zilla Panchayat scheme was Rs.2162.94 lakhs and Rs.338.10 lakhs respectively.  Apart from this central share of Rs.1112.49 lakhs has been provided for Central Sector and Centrally Sponsored Schemes. Under Special component Plan Rs.44.76 lakhs and under Tribal Sub Plan Rs.12.30 lakhs has been provided and the amount has been given to the pooled fund.

3. MARINE FISHERIES:

3.1  Fishing Harbours

     In order to provide infrastructural facilities to off-shore/deep sea fishing boats, construction of Malpe IInd stage fishing harbour was taken up at an estimated cost of Rs.2160.00 lakhs and the work is almost complete.  A cumulative expenditure of Rs.1863.02 lakhs was incurred. Construction of fishing harbour at  Gangolli was taken up at an estimated cost of Rs.832.00 lakhs and work is under progress. So far an expenditure of Rs.592.91 lakhs has been incurred. Extension of 60 metres wharf at Mangalore fishing harbour at a cost of Rs.75 lakhs has been accorded by the State Government and work is under progress.   An expenditure of Rs.97.69 lakhs has been incurred. Construction of 2nd stage fishing harbour at Karwar was taken up and an expenditure of Rs.134.80 lakhs has been incurred.  Under the Scheme Construction of Fishing harbours an allocation of Rs.232.00 lakhs was provided and an expenditure of Rs.34.57 lakhs has incurred upto the end of January 2007 Rs.34.57 lakhs

3.2. Landing and berthing facilities

There is a provision for the construction of fish landing jetties under the scheme.  Construction of fish landing centre at Kodibengre was taken up at a revised estimated cost of Rs.179.00 lakhs and an expenditure of Rs.153.97 lakhs has been incurred so far.  

 Construction of landing centre at Hejamadikodi at an estimated cost of Rs.95.00 lakhs is almost complete.  So far an expenditure of Rs.89.61 lakhs has been incurred.

Action has been initiated for the construction of jetty at a revised estimated cost of Rs.67.40 lakhs at Belikeri in Uttara Kannada district.  An expenditure of Rs.34.50 lakhs has been incurred upto the end of January 2007.

Government of India has accorded approval for the construction of fish landing centre at Alvekodi in Uttara Kannada district at an estimated cost of Rs.223.99 lakhs. Under this scheme during 2006-07 an allocation of Rs.60.00 lakhs has been made.

3.3 Renovation of fishing harbour and landing centres

            During the year 2005-06 under the centrally sponsored scheme Renovation of Fishing harbours and landing centres Rs.10.00 lakhs was released for renovation of Tadri Fishing harbour. The amount has been revalidated for the current year. Under this scheme Rs.40.00 lakhs allocation has been provided.

3.4. NABARD assistance under RIDF

Construction of 11 roads and 2 bridges taken up at a total estimated cost of Rs.192.51 lakhs under NABARD assisted RIDF-IV and V, has been completed.

Administrative approval has been accorded for construction of 16 roads and 2 bridges (total 18 works) at a total cost of Rs.370.12 lakhs under RIDF-VII with NABARD loan   assistance. Among these works, 16 roads and 1 bridge has been completed. An expenditure of Rs.340.75 lakhs has been incurred. Administrative approval has been accorded for 5 bridges and 24 roads at a total cost of Rs.1056.83 lakhs under RIDF VIII with NABARD assistance and of these 16 roads and 3 bridge has been completed. An expenditure of Rs.677.60 lakhs has been incurred. During 2006-07 an allocation of Rs.300.00 lakhs has been provided under this scheme.

3.5. Integrated Marine Fisheries Project with National Co-operative Development Corporation (NCDC) assistance

Implementation of Integrated Marine Fisheries Project with NCDC assistance was taken up during 1996-97 in the coastal districts at   a total   cost   of Rs.23.24 crores through concerned District Co-operative Fish Marketing Federations and Primary Fishermen Co-operative Societies.  The project components includes inputs i.e. gill nets with OBM, plank built boats, FRP boats, nets, infrastructures like ice plants-cum-fresh fish storage, godown for salt and dry fish, retail outlets for engine spares, fishing gears, transport vehicles, fish drying racks, insulated boxes, working capital, margin money etc., to implement the above scheme. Rs.12.49 crores was released to these District Co-operative Fish Marketing Federations during the period from 1996-97 to 2002-03 for implementation of the project

3.6 Central Sector Scheme- Remission of Central excise duty on HSD used by mechanised fishing boats:

Under this scheme provision has been made for remission of central excise duty on diesel used by mechanised fishing boats.  Central excise duty of Rs.1.50 is exempted per litre of diesel. Every year 2000 boats receive the benefit under this scheme. During 2006-07 an allocation of Rs.600.00 lakhs was provided and upto January 2007 Rs.300.00 lakhs has been spent.

3.7. Motorisation of Traditional Fishing Crafts (District Sector)

Centrally Sponsored Scheme of Motorisation of Traditional Fishing Crafts was introduced in the State during the year 1987-88 and so far 1979 traditional crafts have been motorised.  Under this scheme for each outboard motors 1/3rd of the unit cost is provided as subsidy subject to a maximum of Rs.20,000. This subsidy amount is shared equally by State Government and Central Government. The rest of the amount is borne by the beneficiaries with assistance from financial institutions. During 2006-07 an allocation of Rs.9.60 lakhs has been provided.

3.8. Assistance for installation of life saving equipment on fishing boats (District Sector):

Under this scheme the following programmes are implemented.

To assist the fishermen in safe navigation and to identify potential fishing grounds in the sea, subsidy to a maximum of Rs.34,000/- is provided for  purchase  of electronic equipments viz., GPS-navigator, radio-telephone, echo sounder, etc. 

 Provision has been made for maintenance of the existing fisheries link roads in the coastal districts for quick transportation of fresh fish from fishing harbours and fish landing centres to the fish markets and processing centres. This component is being executed by district sector and the proposal for transferring this component to Public Works Department in the coming year is under the consideration of the Government.

Under sea ranching programme, 3.35 lakhs of tiger prawn seed was stocked.  25% subsidy subject to maximum of Rs.7500.00 is provided for installation of life saving equipments on fishing boats.

During the year 2006-07 an allocation of Rs.12.58 lakhs has been provided and an expenditure of Rs.3.67 lakhs has been incurred upto January 2007.

3.9 Subsidy for re-construction of fish market and for purchase of inputs for marketing fish (District Sector):

Under this scheme 50% subsidy is provided to agencies which construct markets subject to a maximum of Rs.25,000/- and also 50% subsidy is provided for puchase of inputs for marketing of fish. During 2006-07, an allocation of Rs.6.15 lakhs has been provided and an expenditure of Rs.3.15 lakhs has been incurred upto the end January 2007.

3.10 Centrally sponsored scheme- development of brackishwater areas through Brackishwater Fish Farmers Development Agencies (BFDA) (District Sector) :

During the year 1987 a Brackishwater Fish Farmers Development Agency at Karwar was established to promote shrimp farming and to execute Govt. of India approved programmes.  Later another Brackishwater Fish Farmers Development Agency  was established in Udupi district.  The farmers are also being trained in shrimp farming and also brackishwater fish culture.  Apart from this traditional/ improved traditional shrimp farming is also being encouraged by providing licence.  So far 339 shrimp farmers has been provided with licences to take up traditional/ improved traditional shrimp farming.

 

4. INLAND FISHERIES

 During 2006-07, 1892.59 lakh fish seed (fry) has been produced. 1962 department tanks were developed by stocking 976.71 lakh fingerlings. Similarly 1962 Gram Panchayat and  minor tanks have been developed by stocking 227.34 lakhs fingerlings.  About 80,000 MT of inland fish has been produced.

4.1. National Co-operative Development Corporation Aided Integrated Inland Fisheries Development Project:

Integrated Inland Fisheries Development Project aided by National Co-operative Development Corporation is being implemented from 2002-03 to increase inland fish production, at a cost of 13.40 crores in the districts of Shimoga, Raichur, Dharwad, Davangere, Haveri and Bellary.  This project  comprises units like basic infrastructure development, providing fisheries requisites, training and extension services, market promotion. Under this project 308 tanks and reservoirs with a water spread area at 14.880 ha. are being developed through primary fisheries cooperative societies with a target to produces 9,129 tonnes of inland fish worth 22.82 crores.  Around 3000 fishermen and their families are going to benefit from the implementation of this scheme.

The state Govt. was to release Rs.1219.66 lakhs for the implementation of this project. The project was started from 2002-03 and from the year 2002-03 to 2006-07 Rs.202.30 lakhs (including district sector) has been released to the Karnataka State Co-operative Fisheries Federation, Mysore. In anticipation of release of funds from the state Govt. the federation has made an expenditure of Rs.226.996 lakhs. During 2006-07 (including district sector) a total allocation of Rs.37.22 lakhs has been made and an expenditure of Rs.25.62 lakhs has been incurred upto end of January 2007.

4.2 Assistance for Development of Inland Fisheries – Centrally sponsored scheme inland fisheries development and aquaculture

Under this scheme 75% assistance is obtained Govt. of India.  Under this scheme 20% subsidy subject to maximum of Rs.50000 is provided for construction of 1 ha.  pond for  aquaculture in alkaline areas.  Under this scheme 20% subsidy subject to maximum of Rs.25000 is provided for construction of 1 ha.  pond for  aquaculture in waterlogged areas.   During the year 2005-06 Govt. of India has released Rs.2.82 lakhs for implementation for this programme. Since the amount  was released towards the end of the year it was noy utilised. GOI has permitted to utilise the amount during the current year. Including the State share Rs.3.75 lakhs has been released.

4.3 Assistance for Development of Inland Fisheries (District sector)

Under this scheme the following programmes are being implemented for development of inland fisheries.

4.3.1 Subsidy for construction of fish culture tanks in water logged areas

A scheme is being implemented for development of waterlogged saline and alkaline soils in the command areas of irrigation projects to take up fish culture.  Unit cost for construction of one acre fish ponds is Rs.1.25 lakhs including Rs.1.00 lakhs for construction of pond and Rs.0.25 lakhs for fish culture. To encourage entrepreneurs, an amount of Rs.30,000/- is   provided as subsidy.  

4.3.2. Assistance for construction of fish culture tanks in private sector

In this scheme subsidy of Rs.10,000/- will be sanctioned to the entrepreneurs who construct one acre fish culture tanks in their own land.

4.3.3. Assistance to fishermen for purchase of fishery requisites

Under this scheme, members of the Fishermen Co-operative Societies will be given loan-cum-subsidy at the ratio of 2:1 for purchase of fishery requisites and subsidy is provided to inland fishermen for raising loan from the financial institutions. (Max. Rs.3000/- for individuals and Rs.5,000/- for group of fishermen). 

 4.3.4. Assistance for supply of grass carp seed

Under this scheme 50% subsidy subject to a maximum of Rs. 5000 to farmers who have stocked their tanks with grass carp seed.

4.3.5 Assistance for development of Fisheries in Wells and Ponds

Under this scheme fish farmers are given awareness regarding fish culture and they are provided with 250 common carp fish seed to stock in wells and irrigation ponds.

4.3.6. Assistance for fresh water prawn culture

Under this scheme 50% subsidy subject to maximum of Rs.20000 is provided for purchase of freshwater prawn seed and feed to take up fresh water prawn culture in 1 acre pond.

During 2006-07, an allocation of Rs.26.09 lakhs has been provided to execute the above schemes upto the end of January 2007 an expenditure of Rs.11.95 lakhs has been incurred.

4.4 CSS Fish Farmers Development Agencies

13 Centrally Sponsored Fish Farmers Development Agencies have been established to develop small tanks and ponds (with W.S.A of less than 10 ha).   During 2006-07, upto the end of December 2007, 2739.50 ha. water spread area was developed. 624 farmers have been trained in fisheries and 316 beneficiaries have been assisted.  3566.30 MT of fish has been produced from these small tanks through the agencies.

 

5. FISHERMEN WELFARE SCHEMES

5.1 Distress relief fund:

Distress relief fund was started in order to provide relief to fishermen/their  dependents in case of death/permanent disability while fishing. In 2006-07 the relief amount provided from the distress relief fund has been increased from Rs.25,000/- per head to Rs.50,000/- per head. In 2006-07 under this scheme Rs.22.00 lakhs allocation was provided and the total amount has been spent. During 2006-07 an amount of Rs.13.61 lakhs has been released as relief to 105 beneficiaries upto the end of January 2007.

5.2 Group Accident Insurance Scheme -

 Under this Centrally Sponsored Scheme, Rs.14.00 per head has been paid to the National Federation of Fisheries Co-operative Ltd., New Delhi towards insurance coverage of 60,000 fishermen of the State.

 Under the scheme, insurance coverage is extended to the fishermen who are exposed to the hazards of natural calamities while fishing.  The insurance amount payable is Rs.50,000/- in case of death and complete disability and Rs.25,000/- in case of partial disability.  During 2006-07, an allocation of Rs.4.20 lakhs has been provided under the scheme and the amount has been released to FISHCOFED, New Delhi.  During 2006-07, Rs.6.00 lakhs has been distributed as relief in 12 cases upto the end of January 2007. 

5.3. HUDCO sponsored "Matsyashraya" Scheme

In order to meet the increasing demand from the houseless fishermen for the houses, “Matsyashraya” Scheme was taken up during the year 1999-2000.  Under the scheme, construction of 5,000 houses at a total cost Rs.15.00 crores was taken up.  HUDCO has provided a loan assistance of Rs.12.50 crores and State's share is Rs.2.50 crores.  So far 4958 houses have been completed, while 42 houses are under different stages of construction.

Sanction was accorded for construction of additional 5,000 houses at a total cost of Rs.15.00 crores under "Matsyashraya Phase-II".  Construction of 4678 houses have been completed 322 houses are under different stages of construction. An expenditure of Rs.342.17 lakhs was incurred upto end of January 2007 as against the budget provision of Rs.350.00 lakhs.

5.4. Matsya Ashraya Scheme:

In the State there was a great demand for houses from the representatives of various Fishermen Co-operative Societies and over the last 2 years no houses have been distributed under this scheme. There is approximately a demand for 28,000 houses by the houseless fishermen in the State. In this scheme the houses will be constructed at a unit cost of Rs.40000/- per house. As per that under Matsya Ashraya 3rd stage for the current year Rs.1000.00 lakhs has been made in the budget for the construction of 2,500 houses at the cost of Rs.40,000/- per house and the administrative approval for the same has been  obtained  (Government order No AHF 81 SFS 2006 dated 7/9/2006) and constituency wise distribution of houses has been completed. Selection of beneficiaries is under progress.

5.5. CSS Savings-cum-relief scheme for marine fishermen:

 Under this scheme, Rs.75 per month will be collected from marine fishermen for a period of 8 fishing months in a year.  A total amount of Rs.600 thus collected from each fisherman will be matched with an equal amount by the State and Central Governments and it will be distributed during 4 lean months to the beneficiaries equally at Rs.300 per month. A budget provision of Rs.80.00 lakhs has been made. GOI has released Rs.48.20 lakhs

5.6. Matsya Mahila Swavalambana Yojane:

In Marine Fisheries women play a very important role and they are involved in activities such as drying of fish, curing and local marketing of fish. In inland Fisheries also women play an important role. In this way more than 1 lakh women are involved in Fisheries activities and for the necessary investment are obtaining loan from private  money lenders at a high rate of interest, and to avoid such hardship and to improve their economic and social status “Matsya Mahila Swavalambana Yojane” was introduced. Under this scheme a revolving fund limited to a maximum of Rs.10,000/ group of fisherwomen involved in fisheries activities is provided and during 2006-07, Rs 100.00 lakhs has been released vide Government oder No.AHF 87 SFS 2006 dated 10-7-2006 and an expenditure of Rs.63.80 lakhs has incurred upto January 2007. For the remaining amount sanction has been accorded under the scheme.

 

6. Processing, Preservation and Marketing

 There are 267 ice plants with a production capacity of 4,064 tonnes of ice per day, 58 cold storages with a storage capacity of 4,126 tonnes, 20 freezing plants with a capacity of 355 tonnes and 17 frozen storages with a storage capacity of 2,232 tonnes per day. There are 7 canning plants and 18 fish meal plants in the State.

There are two Co-operative Fish Marketing Federations and one Fisheries Development Corporation working in the coastal districts to help the fishermen in marketing their fish catches.   These institutions will help the fishermen in supply of diesel, fishery requisites, spare parts etc. and in marketing of fish etc.

6.1. Assistance to fish marketing and Matsyavahini -

In order to help fisher folk, to sell and transport harvested fish in fresh and hygienic condition, assistance is provided for the purchase of a bicycle and insulated boxes with 50% subsidy, subject to a maximum limit of Rs.1250/- per head.  The beneficiaries of this scheme can obtain balance amount as loan from financial institutions. 

For quick transportation of fish in hygienic condition from fish landing centres to marketing places, it is proposed to provide 25% subsidy to a maximum of Rs.25,000/- for the purchase of a 3 wheeler tempo rickshaw to a group of 3-4 persons.   An expenditure of Rs.4.15 lakhs has been incurred upto the end of January 2007 against the budget provision of Rs.10.36 lakhs and 274 beneficiaries were assisted under this scheme.

 

7.  Fisheries Co-operative Societies

There are 455 Fishermen Co-operative Societies in the State and of which, 403 are functioning and 52 are defunct.  One State Level Co-operative Fisheries Federation and two District Co-operative Fish Marketing Federations are functioning in the State.  To assist the activities of these Co-operatives, share capital, fishery requisites loan and managerial subsidy are being provided. There are 1,36,383 members in all, with share capital of Rs.6,53,87,000.00.

 

8. Special Component Plan:

A budget of Rs.44.76 lakhs was provided during the year 2006-07 and the amount has been transferred to State's pooled fund.  Under this scheme training is provided to youth from Scheduled caste, assistance for development of fisheries in tanks, assistance for purchase of fishery requisites, assistance to women for purchase of fishery requisites, assistance for training centres, assistance for riverine fisheries development etc. Under subsidy components, 60% subsidy is provided.

 

9. Tribal Sub Plan -

A budget of Rs.12.30 lakhs was provided during the year 2006-07 and the amount has been transferred to State's pooled fund. During the year 2006-07 additional amount of Rs.12.00 lakhs was re-appropriated from other schemes as per the instructions of the planning department. Under this scheme training is provided to youth from Scheduled tribe, assistance for development of fisheries in tanks, assistance for purchase of fishery requisites, assistance to women for purchase of fishery requisites, etc. Under subsidy components, 100% subsidy is provided.

 

10.   OTHER SCHEMES

10.1. Research, extension, exhibition and training:

A sum of Rs.5.00 lakhs has been provided for the extension activities of the Department like publicity, seminars, workshops, film shows, evaluation studies of schemes etc.  A sum of Rs.1.75 lakhs has been spent to the end of January 2007.

10.2 Central Sector scheme – Training and Extension

Under the scheme Govt. of India has released Rs.4.00 lakhs for training of 200 fishermen, organising a State level workshop and to publish 2 hand books. Under this scheme including State share Rs.5.00 lakh allocation has been made.

 

11. Details of Zilla Panchayat Schemes -

The financial progress achieved during 2006-07 (upto January 2007) in respect of Zilla Panchayat schemes are as follows.
